Phase 1: Pre-Filing

Phase 2: Design & Engineering
Your architect and engineers produce these technical documents.
Phase 3: Zoning & Environmental
Zoning analysis and environmental clearances needed before filing.
Phase 4: DOB Filing
Final assembly and submission through the DOB NOW portal.
Using a Pre-Approved Plan? You still need site-specific documents.
Even with an HPD pre-approved plan, you are still required to provide site-specific documents including: utility connections, zoning compliance analysis for your specific lot, foundation design adapted to your soil conditions, and DEP sewer certification. The pre-approved plan covers the architectural design only.
